What is the health care issue or health problem(s) being addressed? Describe it in lay terms and tell the legislator why it is a problem needing legislative attention. The health care issue or health issues that raise a concern is that many people are suffering from alcoholism and are in need of immediate care but cannot afford the proper care. I firmly believe that free outpatient counseling can help those individuals diagnosed with alcoholism be able to steer in a sober direction. Alcohol use across the globe is prevalent and is very harmful to the human population. According to World Health Organization report indicates that sixteen percent of individuals aged fifteen or older engaged in heavy episodic drinking behavior and that about six percent of all global deaths (roughly 3.3 million individuals) and 5.1% of the global disease and injury burden were attributable to alcohol consumption (Nicholas, Brian, Aaron, Michael, Norman, 2014) . Therefore, alcohol is something that is causing a great deal of pain to individuals in society and millions of families. If we can somehow get a policy to implement free outpatient substance abuse counseling to persons who are diagnosed by a physician with alcoholism, then these numbers will gradually decrease (Kubiak, Arfken, Swartz, Koch, 2006).
